From PM Surya Ghar to PM Surya Sarovar: India’s Solar Push, Rooftops to Reservoirs
With our exploding population, our energy requirements have skyrocketed too. Also, the geopolitical conditions around us mean that overreliance on exports for our energy needs will only add to the list of rapidly increasing obstacles. Therefore, it’s high time that we shift towards renewable energy sources that are more readily available to us. It’s also important to note that these solar programmes that have been in the limelight since the last 2 years have their roots in older schemes that started as early as 2008, 2010, etc.
In 2008, the government released its National Action Plan on Climate Change (NAPCC), organised around eight national missions, one of which was dedicated entirely to solar power. That mission took shape on 11 January 2010, when the government formally launched the Jawaharlal Nehru National Solar Mission (JNNSM) under the branding “Solar India”.
For the last 2 years, the Solar India initiative has progressed through PM Surya Ghar, and now, with the entry of PM Surya Sarovar, India is planning to take it to a whole other level.
PM Surya Ghar: Muft Bijli Yojana — Turning Rooftops Into Power Plants.
PM Surya Ghar: Muft Bijli Yojana was launched by the Indian government on February 13th 2024, under the Ministry of New and Renewable Energy. Within a span of 1 year, this scheme successfully achieved a target of installing domestic rooftop solar panels on over 10 lakh homes in India; this indeed was a great achievement of the scheme, as it is considered to be the world’s largest domestic rooftop solar initiative, with a target of rooftop solar installation on 1cr households. One more major achievement of this scheme is the DBT – Direct Benefit Transfer of subsidies to households to be able to afford the upfront cost of the panel installation, because this is being seamlessly done within a span of merely 15 days.
The subsidy breakdown:
- ₹30,000 for a 1 kW system
- ₹60,000 for a 2 kW system (₹30,000 per kW for the first 2 kW)
- ₹78,000 for a 3 kW system; this is the maximum subsidy under the scheme, even if the installed system is bigger than 3 kW
For affordability and managing the upfront cost, as it’s a big challenge many rural households were facing, collateral-free loans have also been made available through a network of Public Sector banks.
Advantages of PM Surya Ghar: Muft Bijli Yojana
We are all well aware of the overall benefits of shifting towards renewable sources of energy; below are some of the advantages of the scheme.
- Free Electricity for households: Subsidised rooftop solar installations let eligible households generate their own power, with qualifying systems entitling them to up to 300 units of free electricity per month, cutting monthly bills close to zero for many.
- Government’s Electricity burden reduced: Especially in rural areas, the government gives electricity at a subsidized rate, which is way higher and environmentally concerning at the same time. Hence, from both perspectives, it’s beneficial for the govt to provide a subsidy for solar installation rather than for electricity bills.
- Domestic Manufacturing Boost: The scheme’s ALMM (Approved List of Models and Manufacturers) requirement means every subsidised installation must use India-manufactured solar modules and inverters, directly driving demand for domestic solar manufacturing capacity rather than imports.
- Reduced Transmission and Distribution Losses: Because rooftop solar generates power at the point of consumption, it reduces the load on long-distance transmission infrastructure, which in India has historically suffered from meaningful T&D losses.
From all these advantages, it’s clear that rooftop solar can help fulfil India’s target of achieving net-zero emissions by 2030. Also, it’s a core project for accelerating the country’s overall development.
PM Surya Sarovar: Floating Power, Real Potential
PM Surya Sarovar Yojana (PM-SSY) was approved by the Union Cabinet on 31 July 2026. Surya Sarovar was essentially designed to tackle the most haunting problem faced by almost everybody in India today: land acquisition. The main aim of this scheme is to develop Floating Solar Photovoltaic (FSPV) Projects along with Energy Storage Systems (ESS), which has a total outlay of Rs.5,070 crore. Solar panels are scaled on buoyant platforms that float directly on the surface of reservoirs, dams, irrigation tanks, and other inland water bodies, rather than being installed on land. The scheme targets adding 5,000 MW of floating solar capacity, paired with a mandatory minimum of 10,000 MWh of co-located battery energy storage, taking India’s present established floating solar base of around 700 MW to roughly 5,700 MW by the early 2030s. The scheme is implemented by the Solar Energy Corporation of India (SECI) under MNRE’s oversight.
What’s exactly the logic behind water use?
- Conserving Agricultural & forest Land: When humongous solar power plants are installed, which are ground-mounted, they possibly compete with the agricultural or forest land around that particular area, which is equally essential from an environmental perspective. So instead of this, when stored water is used, it is more profitable.
- Reduced water evaporation. The panels shade the water surface beneath them, which measurably cuts evaporation losses from reservoirs a meaningful co-benefit in a country where water stress is a persistent concern.
- Increased Panel Efficiency: Usually due to overheating, the panel efficiency of ground-mounted panels reduces with time, but since water is a natural coolant, there is a heat balance.
Apart from all these logical edges that are being gained, one of the most important and greatest features included in the PM Surya Sarovar Yojana is the compulsion on the installation of a BESS, because of which there is a storage compulsion that gives an edge of extra power that can be used when there is a generation gap.
Two Schemes, One Direction
Looked at side by side, PM Surya Ghar and PM Surya Sarovar aren’t really independent initiatives so much as two articulations of the same underlying strategy: India needs an enormous amount of new solar capacity to meet its climate commitments of attaining Net Zero Emissions by 2030 and growing power demand, and land is the binding constraint on how fast that capacity can be built. PM Surya Ghar answers that constraint by pushing generation onto millions of individual rooftops that already exist. PM Surya Sarovar answers it by pushing generation onto existing water surfaces. Neither approach requires new land acquisition, and both lean on infrastructure homes and reservoirs that India already has in abundance.
Whether this two-pronged technique can actually deliver at the scale promised is still an open question, particularly for PM-SSY, which is barely off the ground. But the direction is clear: India’s next phase of solar expansion isn’t going to look like sprawling desert solar parks alone; increasingly, it’s going to be built on the roofs people already live under and the water bodies that already sit in plain sight.
